You can send a friend request:

In a space or from a player’s profile
> Tap the player’s Avakin,
> Tap the action menu,
> Select the Add Friend button.

By search
> Tap the Friends button from the top bar menu,
> Select the Search button,
> Enter a player’s username,
> Select the Add option.
