Each room has a maximum amount of items that can be placed in it. The bar shows how much ‘virtual space’ there is in your apartment.

If it is red it means that the room is full and you have reached the furniture limit.
Hold down an item and observe in the red bar the amount of space you’ll gain by deleting it.
